Dropshipping in Azerbaijan: Customs, Payments and Delivery

Most dropshipping guides written abroad are built for American and European conditions: card payment is standard, delivery takes two days and returns are automated. In Azerbaijan the conditions are different, and several steps of the model have to be set up differently here. This post is about those differences.

Short answer

Dropshipping works in Azerbaijan, but not in the “buy from China, sell to the world” form. The model that wins here is: a local or Turkish supplier + fast delivery + a cash-on-delivery option + official registration. Long delivery and waiting at customs are the two factors that cause the most refusals among local buyers.

For the general logic of the model, read what dropshipping is, and for the supplier side, choosing a supplier.

Is dropshipping legal in Azerbaijan?

A person filling in documents at a desk — official registration for dropshipping
Dropshipping isn’t a separate “new” type of activity — it’s ordinary retail, except the warehouse belongs to someone else.

Yes. Dropshipping isn’t a special activity with its own regulation — it’s simply a form of retail trade. So the question isn’t “is it allowed” but “in what form should you register”.

The practical side: if you earn regular income, you need to register as a business and meet your tax obligations. The business form (sole proprietor or legal entity), the tax regime and the rates change from time to time — so I don’t give specific percentages in this post. Before deciding, confirm the current conditions with an official source or an accountant.

Practical advice

The first 1–2 months are a test phase: you try a few products and it isn’t yet clear whether there will be sales. Once the model is confirmed to work, don’t delay registering — payment systems, card acceptance and ad accounts require an official status anyway.

Customs: parcels from abroad

A plane and cargo equipment at an airport — parcels from abroad go through customs
Every parcel from abroad goes through customs — that means both time and unexpected costs.

This is the biggest practical problem for dropshipping stores that ship from abroad. A value threshold applies to parcels that individuals buy from abroad; orders above the threshold may require duties and extra paperwork. Because the current amount of the threshold changes from time to time, it needs to be checked with an official source.

From a business point of view, the takeaway is:

  • When a customer faces a customs payment, they refuse the order. The parcel goes back, and the delivery cost stays with you.
  • Customs waiting time is hard to predict. Promising “15 days” on the website and delivering in 25 means complaints.
  • Several products arriving in one parcel can push the value over the threshold. Keep this in mind when planning bundle sales.

That’s why, instead of shipping directly from abroad to the customer, the healthier option is often to bring the product to yourself first and ship it from a local warehouse — that’s no longer pure dropshipping but a hybrid model, and it works better in Azerbaijani conditions.

Payments: card, cash on delivery and bank transfer

MethodAdvantageRisk
Online card paymentThe money comes in advance; no refusal riskRequires a bank agreement; some buyers hesitate to give their card to an unknown site
Cash on delivery (COD)Increases conversion significantlyRefusals at the door — the delivery cost stays with you
Bank transferMinimal feesSlow; some orders are left unfinished

In practice the card + cash on delivery combination gives the best results. But when you choose cash on delivery, build the refusal rate into your margin in advance — I showed how to calculate it in the pricing post.

4 ways to reduce the refusal rate

  1. Confirm the order by phone. One call prevents a significant share of refusals.
  2. Announce the delivery time in advance. An unexpected call often ends with “I don’t need it now”.
  3. Offer a partial prepayment. Even a token amount reduces refusals.
  4. Flag numbers that refuse repeatedly. Accept orders from the same number only with prepayment.

Delivery: speed is a competitive advantage here

The small size of the Azerbaijani market creates an advantage: same-day delivery within Baku and 1–3 days to the regions are possible. If you deliver in 2 days next to a competitor who makes customers wait 20 days for a parcel from abroad, a higher price isn’t a problem.

  • Sign an agreement with local courier services — the rate drops as volume grows.
  • For shipments to the regions, confirm cash-on-delivery terms with the courier company in advance.
  • Send the tracking code to the customer automatically — half of the questions to support disappear with this step.

Bookkeeping: what you need to document

Document folders — keeping records in dropshipping
Keep records from day one. Reconstructing past orders three months later is far harder.
  • Order log: date, product, selling price, cost, delivery, payment method.
  • Ad spend: daily spend per ad account. At the end of the month you check ROAS against it.
  • Returns and refusals: keep a separate column to see which product has the most.
  • Supplier payments: write down how much you paid for each order — the real margin only shows up here.

These four tables can live in an ordinary spreadsheet. What matters is having a system: only your records show the gap between the ad account’s numbers and the till’s numbers.

Market size: what does a small audience mean?

  • The audience runs out quickly. The same ad reaches the same people, frequency rises and results drop. Refreshing creatives every 2–3 weeks is a must here.
  • A narrow niche can be too narrow. In Europe a niche of 200 thousand people is normal; here the same niche is 15 thousand.
  • Word of mouth is powerful. One bad experience spreads fast — and so does a good one. Customer service is a marketing channel here.
  • There are still niches with little competition. Some categories that are saturated abroad are empty here.

A practical order for getting started in Azerbaijan

1

Look for a local supplier

Most wholesalers in Baku don’t know the dropshipping format, but agree when you explain it. This is the fastest start.

2

Test 3–5 products

With a small budget. At this stage you don’t need a big setup yet.

3

Turn on cash on delivery and measure refusals

Without knowing the refusal rate, you can’t calculate the real margin.

4

If the model works — register

Registration, card acceptance, a courier agreement. Scaling starts after this step.

5

Set up measurement and records

The biggest advantage of dropshipping in Azerbaijan isn’t cheap products — it’s fast delivery. Next to a competitor who makes customers wait 20 days for a parcel from abroad, 2 days is a serious competitive advantage.

Is dropshipping legal in Azerbaijan?

Yes. Dropshipping is a form of trade and there’s no specific ban. If you earn regular income, you need to register as a business and meet your tax obligations. Confirm the current conditions for business form and tax regime with an official source.

Are there customs duties on parcels from abroad?

A value threshold applies to parcels individuals buy from abroad, and duties may apply to orders above it. Because the amount changes from time to time, check the current threshold with an official source. On the business side, the main risk is that a customer faced with an unexpected duty refuses the order.

Should you offer cash on delivery?

If you sell to the local market, in practice yes — it increases sales significantly. But the refusal rate is high, so add a 10–20% refusal reserve to your margin calculation and confirm orders by phone.

Is it possible to find a local supplier?

Yes, and it’s the least used opportunity in Azerbaijan. Most wholesalers don’t know the term dropshipping, but agree when you explain the “you sell, I ship” format. The advantage: 1–3 day delivery and no customs problems.

How much can you earn with dropshipping in Azerbaijan?

A small store that runs steadily can bring in 500–2,000 AZN of net income a month. Anything above that is the result of a system, not a single product: repeat sales, expanding ads and raising average order value.

Isn’t selling abroad more profitable?

In some cases, yes — the market is bigger and the average order is higher. But competition and ad prices there are far higher, and accepting payments needs extra setup. For getting started, learning in the local market is cheaper and faster.

Conclusion

Dropshipping in Azerbaijan isn’t the same as its copy abroad: here long delivery, customs waits and refusals at the door are the model’s three big friction points. An approach that removes them — a local supplier, fast delivery and order confirmation — gives far better results with the same product and the same ad budget.
